Yes it actually does require a license, testing, special equipment, and knowledge to safely repair walls or any painted surface in any home built before 1978. Lead dust can be very dangerous once it is airborne especially to children under the age of 6.  This beautiful historic home in Detroit tested negative for lead where tested and received surface repairs to the walls followed by 2 coats of a new color.
